Accelerating Access to Low Carbon Urban Mobility Solutions through Digitalization Project (ACCESS)

1. BackgroundThe United Nations Environment Programme (UNEP) is implementing a Global Programme for Sustainable Mobility. This Programme aims to support a transition to low and zero-emission sustainable mobility in low- and middle-income Countries (LMIC’s) and provide global-level advocacy and support; to mitigate GHG emissions from the transport sector, improve air quality and promote gender inclusion (and other co-benefits). For this SSFA the support will focus on “Transport Digitalisation & Mode Integration” workstream which supports countries and sub-regions to put in place conditions to integrate digitalization, design for multi-modal transport integration, and consider future transport (emerging) issues in their transport planning; to fast-track emission reductions.This agreement contributes to the UNEP Climate Action Sub-programme and Chemicals and Pollution Action Sub-programme 2022-2023, including Outcome 1A: Decision-makers at all levels adopt decarbonization, dematerialization and resilience pathways; 1B: Countries and stakeholders have increased capacity, finance and access to technologies to deliver on the adaptation and mitigation goals and Outcome 3C: Releases of pollutants to air, water, soil and the ocean are reduced.The Accelerating Access to Low Carbon Urban Mobility Solutions through Digitalization Project (ACCESS) is a five-year project supporting six Latin American countries (Argentina, Brazil, Colombia, Ecuador, Mexico, Peru) funded by the German Federal Ministry for Economic Affairs and Climate Action (BMWK). ACCESS has in place a UNEP/BMWK signed and approved (a) grant agreement and funding letter (b) detailed project document and (c) consortium agreements signed with the 8 consortium partners who will co-deliver the project with UNEP. These documents formalize the commitments and responsibilities of all parties involved at a very detailed level. Annex A serves as a continuation of the terms outlined in the signed agreement, providing further details to ensure clarity and alignment among all partners.The project goal is to introduce digitalisation policies and tools into urban transport systems in order to reduce transport emissions. Planned outputs are:• Implementation of pilots to showcase digitalisation solutions and identify pathways to full scale up• Development of subnational policies and plans to strengthen digitalisation in mobility• Development of national supporting frameworks to enable digitalisation of mobility• Creating opportunities for replication and upscaling through development of a regional framework of tools, capacity building and regional exchange.UNEP intends to partner with the Pontificia Universidad Católica del Perú (PUCP) to support Latin American countries through the ACCESS project to introduce digitalisation policies and tools into urban transport systems to reduce transport emissions. The PUCP was selected to support this project as they have successfully implemented similar activities for UNEP, including preparation phase activities for this ACCESS project. PUCP is well established and connected to relevant government authorities in the country and has technically proficient staff.
